CA: ignore misalignment corrections during the final refit

As agreed with @a.senger in the software meeting, the tracker will ignore the misalignment corrections during the final refit. The corrections are parameters of the CA tracker. They enlarge the search windows and lose the cuts on track quality, but will not affect the final refit anymore.

As a result, the track chi2 will be bad when the detectors are not aligned.
